Program Analyst Journeyman - NAVAIR FMS
Position: Program Analyst (Journeyman) – NAVAIR FMS
Overview: ITC Defense is seeking a Program Analyst (Journeyman) to support Naval Air Systems Command (NAVAIR) Foreign Military Sales (FMS) programs in Lexington Park, Maryland. In this role, you will provide programmatic, financial, logistics, and analytical support to International Program Managers (IPMs) and Assistant Program Managers for Logistics (APMLs) responsible for delivering critical defense capabilities to U.S. allies and partner nations.
Working as part of an integrated program team, you will assist with program planning, schedule and financial management, executive reporting, risk tracking, and coordination among Government, contractor, and international stakeholders. This position offers the opportunity to contribute to complex acquisition and sustainment efforts while supporting the successful execution of high-visibility international defense programs throughout the program lifecycle.
Responsibilities
- Support NAVAIR International Program Managers (IPMs) and Assistant Program Managers for Logistics (APMLs) in planning, execution, and monitoring of Foreign Military Sales (FMS) programs.
- Prepare Program Management Review (PMR) materials, executive briefings, technical reports, and meeting documentation.
- Track program cost, schedule, funding, and milestone execution.
- Assist with Integrated Master Schedule (IMS) updates and action item tracking.
- Coordinate activities between Government personnel, contractors, and program stakeholders.
- Monitor contract deliverables, tasking, and program performance metrics.
- Conduct research and data analysis supporting acquisition and logistics decision-making.
- Develop presentations and briefing materials for senior Government leadership.
- Track corrective actions and program risks through resolution.
- Support Technical Coordination Meetings (TCMs), Integrated Product Team (IPT) meetings, Program Management Reviews (PMRs), and other customer meetings.
- Support domestic and occasional international travel as required.
- Perform other duties as assigned.
Minimum Qualifications
- Active DoD Secret Security Clearance or the ability to obtain and maintain an Interim Secret Clearance.
- Bachelor's degree from an accredited college or university.
- Three (3) or more years of professional experience supporting DoD acquisition, Foreign Military Sales (FMS), logistics, program management, business analysis, or related disciplines. (Additional relevant experience may be substituted for the degree requirement.)
- Strong organizational, analytical, and communication skills.
- Proficiency with Microsoft Office Suite, including Excel, Word, and PowerPoint.
- Experience supporting Naval Air Systems Command (NAVAIR).
- Experience supporting Foreign Military Sales (FMS) programs.
- Knowledge of the DoD acquisition lifecycle.
- Experience preparing Program Management Reviews (PMRs), executive briefings, and status reports.
- Experience supporting Integrated Product Teams (IPTs) and Technical Coordination Meetings (TCMs).
- Familiarity with Integrated Master Schedules (IMS), financial tracking, and program performance metrics.
- DAWIA certification or related acquisition certifications.
