Position: Senior Systems Engineer – Radar & Communications Systems

Overview: ITC Defense is seeking an experienced Senior Systems Engineer – Radar & Communications Systems to support international Border and Coastal Surveillance System programs in Bahrain. This position supports U.S. Government Foreign Military Sales (FMS) and Security Cooperation initiatives, providing technical expertise for advanced surveillance and communications technologies in support of mission-critical maritime security operations. The ideal candidate has a strong background in defense systems engineering, integrated surveillance systems, and communications technologies, with experience supporting complex Department of Defense or international defense programs.

Responsibilities

Responsibilities may include, but are not limited to:
  • Develop system architectures, interface designs, and technical documentation supporting integrated surveillance and communications systems.
  • Support Systems Engineering Technical Reviews (SETRs), including SRRs, PDRs, CDRs, TRRs, and other engineering milestone reviews, while developing and maintaining system architecture documentation, Interface Control Documents (ICDs), engineering drawings, technical baselines, and other required engineering artifacts.
  • Develop Contract Data Requirements List (CDRL) deliverables and supporting documentation, including site survey reports, PDR/CDR packages, System Operational Verification Test (SOVT) plans and reports, installation procedures, configuration management documentation, and Verification and Validation (V&V) documentation.
  • Conduct site surveys and technical assessments to determine optimal equipment placement, communications architecture, and network design.
  • Support hardware and software integration, installation, testing, commissioning, troubleshooting, and field verification of radar, communications, and surveillance systems, including Systems Integration Laboratory (SIL), system acceptance, and operational test activities.
  • Perform systems engineering analyses, review system requirements, verify system compliance, and support requirements management, configuration management, and technical risk management throughout the project lifecycle.
  • Develop technical memorandums, engineering reports, white papers, executive briefings, and other customer deliverables.
  • Deliver technical training and knowledge transfer to customer personnel and project team members.
  • Participate in customer meetings, technical interchange meetings, engineering design reviews, and Program Management Reviews (PMRs).
  • Support frequent domestic (CONUS) and international (OCONUS) travel for customer engagements, site surveys, installation, integration, testing, fielding, training, technical support, and sustainment activities. Travel may include extended overseas deployments of up to one year.
  • Perform other duties as assigned.
Work Environment
  • Position is based in Bahrain supporting international defense programs.
  • Frequent CONUS and OCONUS travel is required.
  • Extended overseas assignments of up to one year may be required based on program needs.
  • Candidates must be able to work in industrial, maritime, shipboard, and remote field environments, including climbing towers and working outdoors in varying weather conditions when required.
  • Must be able to obtain and maintain all required travel documentation, including a valid U.S. passport.

Minimum Qualifications

  • U.S. Citizenship required.
  • High School Diploma or equivalent.
  • Minimum of 7 years of progressively responsible systems engineering experience supporting the Department of Defense, Department of the Navy, or other U.S. Government programs.
  • Experience supporting integrated radar, communications, sensor, surveillance, or command and control systems.
  • Experience supporting border surveillance, coastal surveillance, maritime domain awareness, or integrated security systems.
  • Demonstrated knowledge of systems engineering processes throughout the system development lifecycle.
  • Experience with:

  • Experience integrating hardware and software within IP-based network environments.
  • Working knowledge of Layer 3 networking, including:
    • IP Addressing
    • Subnetting
    • Static Routing
    • Multicast Networking
  • Experience developing technical documentation for U.S. Government or international defense programs.
  • Strong technical writing, presentation, and customer briefing skills.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, Visio, and Project.
  • Demonstrated ability to work independently while supporting multidisciplinary engineering teams.
  • Strong verbal and written communication skills.
  • Ability to travel frequently within CONUS and OCONUS, including extended overseas assignments of up to one year.

Preferred Qualifications

  • Bachelor's degree in Electrical Engineering, Computer Engineering, Computer Science, Systems Engineering, Mechanical Engineering, or a related technical discipline.
  • Master's degree in Engineering, Computer Science, Systems Engineering, or a related technical discipline.
  • Experience supporting Foreign Military Sales (FMS), Security Cooperation, or Building Partner Capacity (BPC) programs.
  • Experience supporting NAVAIR, NAVSEA, PEO USC, PMA, PMW, or other Department of Defense acquisition organizations.
  • Working knowledge of the DoD 5000 Adaptive Acquisition Framework and defense acquisition lifecycle.
  • Familiarity with INCOSE Systems Engineering principles and best practices.
  • Experience developing and maintaining:
    • Interface Control Documents (ICDs)
    • System Architecture Documents
    • Engineering Change Documentation
    • Contract Data Requirements Lists (CDRLs)
    • Technical Data Packages
  • Experience supporting Systems Integration Laboratories (SILs), Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), or Operational Test events.
  • Experience with Extreme Networks switching and routing technologies (EXOS certification preferred).
  • Intermediate or advanced proficiency with Microsoft Project.
  • Current tower climbing certification or ability to obtain one (approximately 180-foot towers).
  • Experience supporting international fielding, installation, or sustainment efforts in austere or overseas environments.
  • Experience working directly with U.S. Government customers, foreign military representatives, and multidisciplinary contractor teams.
