Position: Senior Management Systems Analyst (Part-time)

Overview: ITC Defense is seeking a part-time Senior Management Systems Analyst to support Foreign Military Sales (FMS) logistics operations within the Naval Air Systems Command (NAVAIR). The Senior Management Systems Analyst supports a government program manager by leading the development and enhancement of logistics information systems, with a focus on aligning technical solutions to strategic Navy logistics goals. This role involves gathering and translating business requirements into functional system specifications, supporting Agile development, and serving as a liaison between users and development teams. The Senior Management Systems Analyst designs and implements customized SharePoint and Power Platform solutions, automates workflows, and ensures smooth data migration from legacy systems. Additionally, the role will conduct user training, develop documentation, and stay current with evolving Microsoft technologies to continuously improve system performance and user adoption.

Responsibilities:
Support could be any combination of (but not limited to) the following general areas:
  • Support Agile development activities, including sprint planning and collaboration with cross-functional teams.
  • Gather and translate business and technical requirements into clear functional specifications for system enhancements.
  • Design and implement customized SharePoint solutions such as web parts, dashboards, lists, and libraries to support logistics operations.
  • Automate workflows and processes using tools like SharePoint Designer and Power Automate to improve efficiency.
  • Serve as the main point of contact between users and the development team, providing updates and collecting feedback.
  • Assist with data migration from legacy systems, ensuring accuracy and consistency.
  • Perform user acceptance testing, document results, and coordinate fixes or updates.
  • Develop user guides, SOPs, and training materials; conduct training to support new system adoption.
  • Stay current with Microsoft SharePoint, Power Platform, and related technologies through ongoing learning.
  • Partners with logistics, IT, and program management teams to align technical solutions with overall program goals.
  • Other duties as assigned.
Minimum Qualifications:
  • Active Secret Clearance is required in order to be considered.
  • Master’s Degree from an accredited college or university and greater than ten (10) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning.
    • Acceptable alternative: Bachelor's degree from an accredited university or college and four (4) years of additional work experience in a related field.
  • Experience with at least one of the following technologies: Lotus Domino, SQL, Oracle, Visual Studio/.NET, Cold Fusion, jQuery, JavaScript; Experience in software development methodologies and best practices.
Preferred Qualifications:
  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related technical field (or equivalent work experience).
  • Certification or formal training in Agile methodologies (e.g., Certified Scrum Master, SAFe Agilist).
  • IAT Level II certified.
  • Hands-on experience with Power Apps, Power Automate, and Power BI.
  • Demonstrates strong written and verbal communication skills with the ability to manage time effectively and prioritize tasks.
  • Proven self-starter capable of working independently within program parameters in a dynamic, fast-paced environment.
