Position: USASAC Analyst III

Overview: ITC is seeking an Analyst III to serve as a lead analytical resource on the USASAC FMS Enterprise Programmatic Support Services Contract. Drawing on depth and breadth of knowledge about the organization and its mission, this role reviews studies, reports, and correspondence to ensure data and conclusions are fully integrated with organizational programs, goals, and strategies. The Analyst III analyzes patterns to develop meaningful recommendations that enhance efficiency, inform decision-making, and help shape strategies for organizational improvement in a Security Assistance/Foreign Military Sales (FMS) environment, and serves as a senior resource to Level I and Level II Analysts. The ideal candidate brings broad experience across a variety of disciplines, knowledge of industry trends and best practices, and the credibility to advise leadership on complex analytical and organizational matters.

Responsibilities:
  •  Reviews studies, reports, analyses, and correspondence to ensure data, methodologies, and conclusions are fully integrated with organizational programs, goals, and strategies.
  • Applies broad knowledge of the organization and its mission to frame analytical work, validate findings, and ensure recommendations are relevant, aligned, and actionable.
  • Analyzes patterns and trends across data, programs, and functional areas to develop meaningful recommendations that enhance efficiency and inform decision-making.
  • Develops recommendations that help shape strategies for organizational improvement, and presents them to program and senior customer leadership.
  • Serves as a senior reviewer and quality authority for analytical products, ensuring accuracy, methodological soundness, integration, and consistency with organizational guidance and standards.
  • Assists Level I and Level II Analysts as needed to define and analyze problems, structure approaches, and develop recommendations.
  • Provides technical guidance, mentorship, and task direction to junior and mid-level analysts, and establishes analytical standards and best practices for the team.
  • Leads and oversees analytical studies and projects, including complex, cross-functional, and long-term efforts.
  • Applies broad experience across multiple disciplines to analyze issues that span functional areas and organizational boundaries.
  • Applies knowledge of industry trends and best practices to identify opportunities for improving organizational efficiency and effectiveness.
  • Prepares and delivers formal and informal written and oral reports, decision products, and briefings to leadership, defending analysis, assumptions, and conclusions under review.
  • Advises program leadership on analytical feasibility, data requirements, level of effort, and prioritization of analytical work.
  • Identifies emerging analytical needs and recommends new tools, techniques, and approaches to strengthen organizational analytical capability.
  • Responds to taskers, data calls, and leadership inquiries with accurate, timely, and well-supported analysis and recommendations.
  • Coordinates across program leadership, functional teams, subject matter experts, and customer stakeholders to align analytical work with organizational objectives.
  • Represents the analytical function in program meetings, working groups, and reviews
  • Handles sensitive, proprietary, and controlled information with discretion and in accordance with company policy and contract requirements.

Minimum Qualifications:
  • Minimum of six (6) years of experience in program support functions
  • Bachelor's degree in Operations Research, Physical Sciences, Business/Finance, Human Resource Management, or other related disciplines.
  • Depth and breadth of knowledge of organizational structure and mission.
  • Demonstrated knowledge of industry trends and best practices for improving organizational efficiency and effectiveness.
  • Demonstrated experience reviewing studies, reports, and analytical products for accuracy, integration, and alignment with organizational programs, goals, and strategies.
  • Demonstrated experience analyzing patterns and developing recommendations that inform decision-making and shape organizational strategy.
  • Demonstrated experience providing guidance to junior analysts.
  • Proficiency with Microsoft Office, including advanced Excel, Word, PowerPoint, and Outlook.
  • Strong written and verbal communication skills.
  • Active Interim Secret Clearance or above is required at the time of hire. 
Preferred Qualifications:
  • Experience supporting Security Assistance, Foreign Military Sales (FMS), USASAC, or U.S. Army programs.
  • Experience leading analytical studies or cross-functional analytical efforts.
  • Experience contributing to strategic planning or enterprise-level organizational improvement initiatives.
  • Experience developing and delivering briefings and decision products to senior government leadership.
  • Experience with data visualization or business intelligence tools (e.g., Power BI, Tableau).
  • Advanced Excel skills, including pivot tables, lookups, and data modeling.
  • Prior military or DoD civilian experience at a command or enterprise level.
  • Prior experience supporting a government customer in a contractor capacity.
  • Active Secret Clearance.
  • Relevant certification (e.g., Lean Six Sigma Black Belt, PMP, or a data analytics credential).
