Position: Program Analyst
Overview: ITC is actively seeking a highly motivated and independent Program Analyst to assist the government Program Manager in the development and management of the Security Cooperation Information Portal and associated applications. The incumbent will play a crucial role in ensuring the seamless operation and continuous improvement of the portal by reading and interpreting relevant documentation, policies, and procedures, facilitating communication between stakeholders, and providing valuable feedback to aid the development process. This role requires strong analytical skills, excellent communication abilities, and a proactive approach to problem-solving.

Position: Program Analyst

Responsibilities:
- Support Program Manager: Assist the government Program Manager in the development, implementation, and management of the Security Cooperation Information Portal and its associated applications. Provide administrative and technical support to ensure project objectives are met timely and efficiently.
- Documentation Review: Thoroughly read and interpret relevant documentation, policies, and procedures to ensure compliance and alignment with project goals. Maintain up-to-date knowledge of all applicable regulations and best practices.
- Facilitate Developer Inquiries: Act as a liaison between developers and the government Program Manager by addressing questions and clarifying requirements. Ensure that developers have a clear understanding of project specifications to avoid delays and miscommunications.
- Feedback to Technical Writer: Collaborate with the technical writer by providing insightful feedback that will facilitate the creation of comprehensive user guides and documentation. Ensure that guides are clear, accurate, and useful for end-users.
- Software Testing and UI/UX Development: Assist in software testing processes, identifying bugs, and suggesting improvements. Contribute to the development and modification of UI/UX to enhance user experience, ensuring that applications are intuitive and user-friendly.
- Other duties as assigned.
- Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field. Equivalent experience may be considered.
- Minimum of 3 years of experience in a similar role, preferably within a government or defense environment. Demonstrated experience in software development, project management, or user experience design is highly desirable.
- Proficiency in reading and understanding technical documentation, policy, and procedures. Familiarity with software development life cycle (SDLC) processes, UI/UX principles, and software testing methodologies.
- Exceptional verbal and written communication skills. Ability to convey complex technical concepts to non-technical stakeholders effectively.
- A demonstrated ability to work independently, taking initiative to identify and resolve issues. Strong organizational and time-management skills to manage multiple tasks and projects simultaneously.
- Able to coordinate with leadership and across teams.
- Able to provide guidance and supervision to daily support staff.
- Prior NAVSUP SCIP software development experience
- Prior NAVSUP FMS experience.
