Position: Logistics Specialist for International Transportation Programs, Senior

Overview: ITC Defense is seeking an experienced International Transportation Specialist to support Naval Air Systems Command (NAVAIR) Foreign Military Sales (FMS) and Security Cooperation programs. This role supports International Program Managers and Assistant Program Managers for Logistics (APML) by providing transportation planning, analysis, and logistics support for aircraft, weapons systems, and support equipment programs. The ideal candidate will possess strong knowledge of DoD transportation operations, international logistics, regulatory compliance, and cross-functional coordination in support of global defense programs.

Responsibilities
Support may include, but is not limited to, the following general areas:
  • Coordinate the shipment of hazardous, classified, oversized/overweight, and general cargo related to aviation and weapons systems programs while ensuring safety, cargo security, and regulatory compliance.
  • Analyze shipments involving high-value, sensitive, explosive, and/or classified assets to determine the most efficient and cost-effective transportation methods to international destinations.
  • Evaluate Ally Partner transportation capabilities and processes to determine compliance with U.S. export/import regulations, International Traffic in Arms Regulations (ITAR), and DoD transportation policies; recommend corrective actions or alternative support solutions as required.
  • Develop, review, and amend Transportation Plans to ensure timely and compliant delivery of classified materials, Communication Security (COMSEC) equipment, and mission-critical assets.
  • Liaise with DoD activities, freight forwarders, customs brokers, OEMs, transportation providers, and Ally Partner representatives to coordinate shipment execution and resolve transportation issues.
  • Prepare, review, and validate transportation and shipping documentation for accuracy, completeness, and executability.
  • Coordinate Special Assignment Airlift Missions (SAAM), channel airlift requirements, and other specialized transportation support activities.
  • Monitor transportation schedules, identify risks or delays, and proactively implement mitigation strategies to minimize mission impact.
  • Provide technical transportation guidance and briefings to Program Offices, leadership, and international stakeholders regarding transportation policy, shipment status, and logistics constraints.
  • Support new business initiatives, FMS case development, transportation planning, and lifecycle sustainment efforts for Security Cooperation programs.
  • Participate in Program Management Reviews (PMRs), Technical Coordination Meetings (TCMs), Integrated Product Team (IPT) meetings, conferences, and other program events in CONUS and OCONUS locations, as required.
  • Maintain effective working relationships across cross-functional teams while supporting multiple priorities and deadlines in a dynamic program environment.
  • Participate in special projects and perform other duties as assigned.
Minimum Qualifications:
  • Active Department of Defense Secret Security Clearance or Interim Secret Clearance.
  • Master’s Degree in a related discipline from an accredited college or university and greater than ten (10) years of relevant experience.
  • Additional relevant experience may be substituted for a Bachelor’s degree.
  • Experience supporting DoD transportation, international freight forwarding, customs brokerage, or defense logistics operations.
  • Knowledge of U.S. Government transportation regulations, export/import compliance requirements, and international shipping procedures.
  • Experience coordinating shipments involving classified, hazardous, or sensitive cargo.
  • Strong organizational skills with the ability to manage multiple tasks, priorities, and deadlines simultaneously.
  • Excellent written and verbal communication skills, including the ability to prepare reports, brief leadership, and interact professionally with government and international stakeholders.
  • Strong analytical and critical thinking skills with the ability to identify transportation risks and recommend practical solutions.
  • Ability to work independently with minimal supervision while contributing effectively within a team environment.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
Preferred Qualifications
  • Experience supporting NAVAIR, NAVSUP, USTRANSCOM, MSC, DLA, or other DoD logistics and transportation organizations.
  • Direct experience supporting Foreign Military Sales (FMS), Security Cooperation, or international logistics programs.
  • Familiarity with Transportation Control Numbers (TCNs), MILSTRIP/MILSTRAP processes, and DoD transportation documentation requirements.
  • Knowledge of ITAR, EAR, COMSEC handling requirements, and hazardous material transportation regulations.
  • Experience coordinating Special Assignment Airlift Missions (SAAM) or military airlift operations.
  • Experience working within Program Management Offices (PMAs), Integrated Product Teams (IPTs), or lifecycle sustainment environments.
  • Customs brokerage, freight forwarding, or international trade compliance experience.
  • DAU certification in Life Cycle Logistics, Program Management, or related acquisition disciplines.
  • Strong interpersonal skills with the ability to build relationships across government, contractor, and international partner organizations.

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $95,000.00 - $110,000.00 annually.
