Position: Program Analyst
Overview: ITC is actively seeking a Program Analyst responsible for performing a variety of tasks related to Supply Discrepancy Reports (SDR), case closure, and Foreign Military Sales (FMS) processing. This role involves extensive use of Excel and Microsoft Office Suite, computer data entry, and executing repeatable processes with accuracy and efficiency. The individual in this position will assist the supply chain team in ensuring smooth operations and timely resolution of discrepancies.
Responsibilities:

Position: Program Analyst

The individual in this position will assist the supply chain team in ensuring smooth operations and timely resolution of discrepancies.
Responsibilities:
- Provide support the International Programs budget officer as technical sponsor and point of contact and as field liaison support to the operational codes and helping to manage all aspects of the international programs reimbursable funding portfolio.
- Preparing cost estimates and answering data calls by program resource sponsors.
- Assist in the preparation of cost estimate letters to be provided to those sponsors.
- Verify and help substantiate cost estimates and budget requests against available staffing to ensure both solvency and full execution of funds for reimbursable billets.
- Monitor the drawdown and liquidation of all reimbursable funding streams in coordination with the international programs budget officer and make recommendations to the international programs budget officer on the likely execution of funds through the end of the fiscal year.
- Conduct necessary program analysis and provide data back to the international programs budget officer to support preparation of the reimbursable by source (RBS) submission.
- Populate data fields within the NAVSEA Enterprise Planning System (NEPS) in accordance with the established program office’s business rules.
- Create a new or update an existing TPS in the NEPS system.
- Other duties as assigned.
- 3-5+ years of experience.
- Prior experience managing large and/or complex budgets is essential.
- Prior experience with resource management analysis.
- Prior experience with budget and/or programming services including planning, programming, budgeting, and executing and tracking data, and financial management support.
- Able to coordinate with leadership and across teams.
- Able to provide guidance and supervision to daily support staff.
- Bachelor’s degree in Business, Finance, Accounting, or related field.
- Prior NAVSUP FMS experience.
