Position: Vice President of Human Resources

Overview: ITC is seeking a Vice President of Human Resources to lead the people strategy for a defense contracting organization operating in a highly regulated, security-conscious environment. This role serves as a strategic partner to the executive leadership team, overseeing all aspects of the HR function; including talent acquisition, compensation and benefits, employee relations, workforce planning, and organizational development. The VP of HR will be the organization's primary safeguard against employment-related legal and regulatory exposure, ensuring full compliance with federal contracting requirements, as well as state and local employment laws as the company expands into new jurisdictions. The VP of HR will play a critical role in building and scaling a workforce capable of supporting classified and unclassified government programs and will serve as a key advisor on labor law, compliance risk, and workforce strategy in a mission-driven, high-stakes industry. Ultimately, the VP of HR is responsible for ensuring the organization follows through on commitments made to employees including compensation, benefits, career development, and workplace expectations.

Responsibilities:
  • Develop and execute the organization's overall human resources strategy in alignment with business goals and government contract requirements
  • Serve as a trusted advisor to the CEO and executive leadership team on organizational design, workforce planning, corporate scaling, and talent strategy
  • Own the talent acquisition function, ensuring effective recruiting for cleared and specialized technical/engineering roles in a competitive labor market
  • Serve as the organization's principal owner of labor law compliance and HR risk management, proactively identifying, assessing, and mitigating employment-related legal and regulatory exposure across the company
  • Ensure compliance with federal employment regulations applicable to government contractors, including OFCCP affirmative action planning, EEO-1 reporting, DCAA labor accounting standards, DFARS workforce clauses, and Equal Employment Opportunity (EEO) obligations
  • Monitor and ensure compliance with state and local employment laws as the company expands into new states, including wage and hour, leave, paid sick leave, and other jurisdiction-specific requirements, and adapt HR policy accordingly
  • Oversee global mobility programs and compensation strategy for OCONUS (overseas) personnel, including relocation, allowances, and compliance with applicable host-country and U.S. tax/labor requirements
  • Own overall responsibility for the development, maintenance, and enforcement of HR policies and procedures across the organization
  • Conduct HR investigations into employee complaints, policy violations, and workplace concerns, ensuring thorough, timely, and legally sound resolution
  • Support audits conducted by the Department of Labor and other government agencies, serving as the primary HR point of contact and ensuring accurate, compliant documentation
  • Partner with the Facility Security Officer (FSO) and the security team on personnel security processes, including clearance sponsorship, periodic reinvestigations, and insider threat program support
  • Lead compensation and benefits strategy, ensuring competitiveness within the defense/aerospace labor market and compliance with the Services Contract Labor Standards (SCLS) and Davis-Bacon Act where applicable
  • Oversee employee relations, performance management, and disciplinary processes, minimizing legal and compliance risk
  • Manage the disability and medical accommodation process, ensuring ADA compliance and consistent administration of the interactive process across the organization
  • Build, lead, and mentor the HR team, including recruiting/talent acquisition, compensation/benefits, and HR operations staff
  • Manage HRIS systems and workforce analytics to support data-driven decision-making
  • Lead organizational change management initiatives related to contract wins/losses and workforce ramp-ups or reductions
  • Own overall responsibility for ITC's compliance and required training program, ensuring timely completion and accurate recordkeeping across the workforce
  • Own HR budget, vendor relationships (benefits brokers, background check providers, HRIS vendors), and cost management
  • Create, report on, and monitor workforce metrics, compliance status, and HR risk for executive leadership and the Board
  • Support and adhere to ITC's ISO 9001:2015 quality management certification, ensuring HR policies, processes, and documentation align with certification requirements
  • Other duties as assigned
Minimum Qualifications:
  • U.S. citizenship required
  • Bachelor's degree in Human Resources, Business Administration, or related field
  • 12+ years of progressive HR leadership experience, including 5+ years in a senior HR leadership role (VP, Director, or equivalent)
  • Prior experience in the defense, aerospace, or government contracting industry
  • Demonstrated knowledge of federal contractor compliance requirements (OFCCP, EEO, DFARS/FAR labor provisions)
  • Strong knowledge of federal and multi-state employment law, with demonstrated experience managing compliance risk
  • Demonstrated experience scaling HR in a growing organization, building or significantly maturing HR processes, policies, systems, and controls during a period of substantial headcount growth
  • Experience supporting personnel security clearance processes and working with FSOs
  • Proven experience building and leading HR teams and functions
  • Proven track record of leading through ambiguity and stress while balancing multiple high-priority initiatives simultaneously
  • Track record of investing in the development of junior team members, creating a culture of growth and knowledge-sharing
  • Experience managing HR audits or agency inquiries (e.g., DOL, EEOC, state labor agencies)
  • Experience with HRIS platforms (e.g., Paychex, Paylocity preferred)
  • Experience in a small-to-mid-size company environment, comfortable operating without a large HR support staff
Preferred Qualifications:
  • Master's degree in HR, Business Administration (MBA), or Organizational Development
  • SPHR, SHRM-SCP, or equivalent HR certification
  • Active security clearance (Secret or Top Secret)
  • Experience with Service Contract Act (SCA)/SCLS and Davis-Bacon Act compliance
  • Experience with global mobility and OCONUS compensation/benefits administration
  • Experience with DCAA-compliant timekeeping and labor cost systems
  • Experience supporting ISO 9001 (or similar quality management system) audits and documentation requirements
  • Background in an employee-first or high-retention culture, with a track record of strengthening employee trust and engagement
