Position: Aviation Logistics Planner
(Contingent Upon Task Order Award)

Overview:  ITC Defense is looking for an Aviation Logistics Planner to support multiple Naval Air Systems Command (NAVAIR) International Program Managers and Assistant Program Managers for Logistics (APML). This senior level position develops solutions to international logistics planning and execution issues impacting the U.S. government and our Ally Partner Nations in support of Foreign Military Sales (FMS). The candidate must use knowledge of all facets of aviation logistics at a significant and noteworthy level to adeptly analyze challenging and vexing logistics problems and recommend insightful and innovative solutions. The candidate takes creative approaches to all manners of logistics planning and execution issues and provides the customer with far-reaching recommendations that will advance the state of the Security Assistance logistics. Addresses the most demanding challenges within the field, including technology insertion to streamline logistics processes, fosters systems-wide efficiencies, and develops system concepts to reduce the customer’s total ownership costs. Works effectively on specific, individual weapons system issues as well as system-wide projects.

Responsibilities
Support could be in any combination of (but not limited to) the following general areas:
  • Conduct logistics, supportability, reliability, maintainability, and operational analyses and provide recommendations for tailoring, optimizing, and establishing logistics element requirements in support of aircraft, weapon systems, training, or support equipment (SE) programs.   
  • Provide recommendations for changes to site support including maintenance planning, phased support, manpower and personnel requirements, initial provisioning and material support, SE, training and training devices, technical data, as well as packaging, handling, storage, and transportation facilities.  
  • Provide recommendations for the development of Life Cycle Cost (LCC) and Total Ownership Cost (TOC) Management Plans.  
  • Provide recommendations for the review and development of Maintenance Plans/Logistics Support Analysis (MP/LSA) records, maintenance tasks, and Level of Repair (LOR) Analysis recommendations.  
  • Analyze prospective changes to aircraft/weapons/SE quantities and determine the potential effects that these changes will have on program life cycle support.  
  • Evaluate maintenance systems and assess their applicability to support the weapons system or SE.  
  • Track milestones and action items based on review and analysis of the (Letter of Offer and Acceptance) LOA, contract schedules, In-Service Support Plan, and other pertinent documentation.
  • Assist the Program Office in new business acquisition as well as FMS or Security Cooperation case development, implementation, and follow-on support activities.
  • Support and attend Program Management Reviews, Technical Coordination Meetings, conferences, briefings and other significant program activities and events occurring in CONUS and OCONUS, as required.
  • Participate in special projects as required. 
 
Minimum Qualifications:
  • Active Department of Defense Secret or Interim Secret Security Clearance
  • Master’s Degree from an accredited college or university and greater than ten (10) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning. Additional experience can be substituted for a Master’s or Bachelor’s degree.
