Position: Accountant – Financial Support

Overview:  ITC is actively seeking an experienced Financial Support Accountant to join our team in providing experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS) to our customer. The role involves a strategic approach towards the financial statement compilation and reporting processes. The Financial Support Accountant will provide Title 10 performance reporting expertise to the team as well as provide critical input to corrective action plans when needed.

Responsibilities:

  • Review each Interface Control Agreement (ICA) for the Management Information System International Logistics (MISIL) and (CEMI) yearly and provide analysis regarding any financially significant data being transmitted across systems.
  • Provide United States Standard General Ledger (USSGL) reconciliation support including subject matter expertise performance reporting to DDRS-B, CCARs, DIFS and Advana.
  • Interface with the Defense Financial Accounting Service (DFAS) regarding MISIL/CEMI interface reconciliations and financial questions.
  • Provide expertise on SFIS line of accounting structure and USSGL requirements to assist in conversion of legacy formats.
  • Provide monthly reports of all actions taken.
  • Define the Case Execution Universe of Transactions.
  • Ensure that month end activities and processes are documented appropriately.
  • Retain all month end files and process documentation for future reconciliation needs.
  • Ensure that Fiscal Year end and start up activities are documented appropriately. Ensure that interface controls in place are auditable.
  • Work with interface partners such as DCAS, Navy ERP, DIFS, One Pay, and MOCAS to better understand system limitations.
  • Pursue agreements with DFAS and other external agencies as needed to support engagements where manual intervention is required to modify transactions.
  • Provide title 10 performance reporting expertise to the financial team.
  • Review MISIL/CEMI documentation and develop new documentation as needed to cover auditability requirements.
  • Provide USSGL, Universe of Transactions (UoT), and Standard Financial Information Structure (SFIS), financially significant transaction and Federal Information System Controls Audit Manual (FISCAM) expertise and support to the financial team leader.
  • Work with the NAVSUP N523 Audit lead to standardize and consolidate MISIL/CEMI FISCAM documentation structure and repository.
  • Document and provide critical input to corrective action plans as assigned.
  • Consolidate N5231 input to the Audit Lead, NIPO FIAR office, NAVSUP WSS HQ, DSCA and DFAS.
  • Maintain updated financial context model surrounding the MISIL/CEMI UoT.
  • Provide monthly reports of all actions taken.

Minimum Qualifications:

  • Current Active Secret Clearance or Ability to obtain one.
  • 3-5+ Years of experience.
  • Prior experience managing large and/or complex budgets is essential.
  • Prior experience with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS).
  • Bachelor’s degree in business, Finance, Accounting or related field.

Preferred Qualifications:

  • Prior experience with MISIL, SCIP, CEMI, SC-COP, Advana, DDRS, DSAMS, DIFS.
  • Professional certification to include but not be limited to CPA, CISA, PMP, CGFM, or CDFM.
