Position: Contracts and Subcontracts Administrator

Overview:
The Contracts/Subcontracts Administrator position with ITC is an excellent opportunity for someone looking to play multiple roles in a growing small business. The candidate in this position will provide full life-cycle contract management, subcontract management, and contract support which includes leading all pre-award, post-award, and closeout activities for U.S. Government and commercial contracts and subcontracts. Reviews, prepares, and negotiates documents necessary to protect the company's contractual posture with adherence to company policy and applicable laws and regulations; performs general contract management administration responsibilities; provides interpretation of terms and conditions; advises management of contractual rights and obligations; consults with legal and other departments as needed to ensure the company has preserved its rights while limiting its liabilities.

Responsibilities:
  • Perform functions necessary for all phases of contract and subcontract management from cradle to grave, including price analysis, proposal/bid/business development support, contract/subcontract formation, negotiation, contract administration, change order management, reporting, termination, and closeout.
  • Administer subcontracts, task orders and subsequent modifications.
  • Identify, evaluate, assess, and mitigate contract risks for new and current business.
  • Serve as liaison between ITC and its customers for contractual matters.
  • Monitor and track subcontract performance (contract schedules, deliverables, funding, invoicing, and payments) and proactively identify and address potential risk areas or other problems that could have an adverse impact on the company or contract performance.
  • Participate in program reviews and contracts-related meetings with internal and/or external Customers as needed.
  • Develop and maintain positive customer relationships, both internally and externally.
  • Ensure that contracts, subcontracts, proposals, and other agreements are managed in accordance with company policies and procedures, applicable laws and regulations, and contract requirements.
  • Review and prepare various business agreements (NDAs, Teaming Agreements, subcontractor RFPs, etc.), documentation, correspondence, forms, negotiation memos, written reports, letters, and memoranda required for internal and external distribution, and reports which may be required to support business development activities, solicitations, contract awards, subcontract awards, regulatory requirements, and related activities.
  • Maintain contract files and records, help ITC create an efficient and effective contract filing process.
  • Participate in the resolution of contract/subcontract disputes, audits, and other post-award contract/subcontract matters.
  • Support the generation of additional or new business opportunities to include proposal preparation and proposal support.
  • Other duties as assigned.
Minimum Qualifications:
  • US Citizenship is required. Government security clearance, or ability to obtain one
  • BA/BS degree required in related field
  • 5 years direct experience working with Dept of Defense (DoD) Government and commercial contracts; experience administering complex multi-million dollar programs
  • Experience with Government contract pricing, price/cost analysis, fact-finding, and negotiations
  • Thorough knowledge of TINA, FAR, DFARS, and contract principles governing the award and management of U.S. and commercial contracts
  • Knowledge of various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFPLOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), or Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract types
  • Must be familiar with and preferably have significant experience with standard contractual Terms and Conditions and their meanings
  • Experience supporting complex proposals in a demanding and fast-paced environment
  • Ability to communicate effectively and must have strong written and verbal communication skills.
  • Strong organizational skills and time management skills with ability to work well under pressure, multi-task, and handle multiple priorities;
  • Self-motivated and good level of focus/concentration with ability to prioritize, follow-through, and complete tasks on time;
  • Ability to exercise good judgment and handle confidential and sensitive issues;
  • Detail oriented with high level of accuracy
  • Strong computer skills with advanced working knowledge of Microsoft Excel, Word, and PowerPoint
Preferred Qualifications:
  • CPCM/CFCM/DAWIA or equivalent certification/training/experience
  • Foreign Military Sales or security cooperation/security assistance experience
  • Experience in Contractor Purchasing System Review (CPSR) level documentation and associated requirements; experience with a CPSR audit

The ITC pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $85,000.00-$130,000.00.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
