Position: FMS New Business Program Analyst, Junior
Overview: ITC Defense is looking for a Program Analyst, Junior to function in the capacity of an assistant to the Senior Program Analyst on major projects relating to Foreign Military Sales (FMS) requirements, pre-case support, and other applicable Logistics Support Services (LSS). Supports program analysis efforts, including technical research, coordination of reports, and development of program monitoring systems. Tracks the implementation of corrective actions and milestone accomplishments and evaluates progress on a continuing basis. The ideal candidate will have some experience in program evaluation, data analysis, project coordination, and FMS case writing experience to drive successful outcomes.
Responsibilities:
Assist the Senior Program Analyst in all areas of FMS pre-case development and other related FMS Logistics Support Services.
Assist in Letter of Request (LOR) evaluation, analysis and response preparation and coordination.
Coordinate and prepare data call responses to NAVAIR, Navy IPO, DSCA and other internal and external stakeholders to include but not limited to Pgo-Pwin, Annual and Mid-Year Budget, Strike Board, etc.
Assist in analyzing program performance data to identify trends, patterns, and areas for improvement.
Support the development and implementation of program evaluation methodologies and tools.
Collaborate with team members to coordinate program activities and ensure timely project completion.
Provide support in project management activities, including tracking milestones, managing timelines, and resolving issues.
Participate in meetings and discussions to contribute insights and recommendations for program improvement.
Maintain accurate and up-to-date program documentation and records.
Other duties as assigned.
Minimum Qualifications:
U.S. Secret Security Clearance or Interim Secret Clearance required.
Bachelor’s degree from an accredited university or college and less than three (3) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning. Six (6) years of work experience in a related field may be substituted for a Bachelor's degree. Associate’s degree and four (4) year’s additional work experience in a related field may be substituted for a Bachelor’s degree.
Proficiency in Microsoft Excel, PowerPoint, and other data analysis tools.
Excellent communication and organizational skills, both written and verbal.
Ability to work effectively in a team environment and collaborate with colleagues from diverse backgrounds.

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $70,000 - $75,000 per year.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
